The university library of the South-West University "Neofit Rilski" is created in 1976 with the opening of a branch of Sofia University in Blagoevgrad. The initial fund of the library was 4 702 volumes, mainly specialized literature in pedagogy and psychology. There were three departments: The first three departments are: loan services, Student's reading room and processing and book completion department.

At the present moment the University library is a part of the structure of the South-West University "Neofit Rilski". Its activity is regulated in the rules of the University library. The library is managed by Director, appointed by the Rector. The coordination between the library, the scientific research of the faculties and departments is carried out by Librarian council. The standard duties and functions of the library are regulated in internal regulations, according to which, the University library is a system consisting of central library and branches (faculty libraries).

Since 2006 the University library is in a new building. At the moment there are 155 000 librarian volumes. The central library is on 2 stores with 4 reading rooms, loan department, bibliographic and information department and acquisition department.

In reading room No. 1 are the funds of the pedagogical, law, natural, mathematic and economic sciences. In the room there are 85 seats - 74 for readers and 19 for work with computer.

In Reading room No. 2 is the literature in philology, philosophy, sociology, politology and history. In the room there are 38 seats - 27 for readers and 11 for work with computer.

In Reading room "Art" are the funds of the Faculty arts. The department has rich note collection, phonotheque and CD's.

Reading room "Periodicals" is comparatively young because it was created with the moving of the library to the new University building. It has fully equipped 4 seats for using electronic resources. Here are collected all issues after 1976.  2200 full text articles from international magazines are in EBSCO host and lately ProQuest with 22 data bases is available with totally 11 000 titles of periodicals, 8 000 of which in full text, ISI Web of Knowledge, Science Direct, Scopus, Embase and Engineering Village.

The use of literature by students, lecturers and officers is realized on the basis of Rules of the University library and Reader's service rules. The registration of the readers is done in the Central library. At the beginning of every academic year are registered the newly entering students at the South-West University "Neofit Rilski". Necessary documents: identity card, student's card and 2 photos. Reader's cards are issued and the use of the library is free of charge.
